In September, 1963 the township realizing the potential need for a full time department, made its first move. A full time officer was hired, who had been employed previously as a part time special since 1959. |

The Manchester Township Police Department had functioned for a number of years on a part time basis prior to its innovation of a full time department in January, 1965. Prior to this period , part time officers maintained patrols throughout the township at night only. These officers worked long hours without compensation. They were untrained in police work and relied on good common sense and experience gained on patrols to assist people in the community. Harold R. Payne was appointed to this position. His duty was to fill in during day light hours and remain on call at night, with part time officers maintaining their patrols as before. In January, 1965 the second big move in formulating a full time department. Sergeant Payne was promoted to Chief of Police. |

Two men were hired as full time officers and part time specials were eliminated. Officer Payne attended the second class of the Ocean County Police Academy in April 1963 and was promoted to the rank of Sergeant in late 1964. With the innovation of the new department many changes were forthcoming under his leadership. The uniform was changed from the traditional blues and cap type, to the gray and blue uniform with a Stetson hat. |
